I have the same issue. It's not a new machine but no Adobe apps were installed on it before. I just subscribed for CC yesterday. I downloaded the CC app, installed, it asked for my em/pw (I use email for identification, not Google or the like), then asked to select company/private account, then came Error 206. But how does identification work if there is no connection to Adobe servers? So strange...
With Teams - your Admin has to allow individual downloads and install otherwise you will get errors. They normally deploy with a package format to users rather than individual management.

For the notes: I completely turned off both antivirus and firewall. It still didn't work. Firewall in my router is set to 'Allow all' for both directions. The problem is surely not realted to the firewall.

Yes, I tried both. Actually I don't know why Adobe created 2 accounts. I never had one, subsribed my company for CC All Apps then I got 2 accounts: one for the company and one private.

I thought I solved the problem by running the CC installer as administrator. It installed CC Desktop app w/o the Error 206. Then I installed Photoshop. Now I have 'You can not use Photoshop' and Error 205 in Ps. Of course the steps described in the 'Fix licensing error 205' article did not help.
I'm terribly disappointed.

then you must be the admin.
open the support tab on your admin console > start chat or start case or request expert session.
