I'm having the same issue - however when I download the Application manager the "Install Adobe Apps" button just doesn't work. This is beyond frustrating. I have an enterprise account and need this for work!

branched from a thread where the user need to install the cc desktop app.  it would probably help if you can clarify if, by application manager, you mean the cc desktop app from here https://creative.adobe.com/products/creative-cloud
