After working with Adobe support they reccomended I create a new Creative cloud package from the admin console. The new package overites any other configuration left by previous installs. Installing the brand new package resolved the issue.

Hi @Addy5CE5, here's the path: /Library/Application Support/Adobe/OOBE/Configs (Mac)

C:\Program Files (x86)\Common Files\Adobe\OOBE (Windows)
