remoteupdatemanager failing to download updates

I have a local Adobe update server set up with AUSST and an override set. Most of our machines are able to update fine but one is reporting "Failed to download" for every update package.

Both Machines

Using latest RUM (2.0.0.15)

Adobe Update .Overrride set (confirmed because our proxy will not allow RUM to run normally)

macOS Sierra 10.12.4

I found a change was made on our server that prevented HTTP from redirecting to HTTPS properly. Strangely, RUM was able to connect to the server to check for updates but could not download packages.

I changed our override to use the HTTPS address instead of HTTP.

Is there a chance that any apps were running at the the time RUM was run? This would give a Return Code (2)
