We have had conversations with multiple chat support agents with inconsistent results or promises and lengthy chains of conversation without a clear resolution about adjusting the seat count of our subscription. No two agents have given us a clear answer and have in-fact conflicted with each other's statements. I need a single source of truth that can help us with our issue. We are continually ending up in loops with chat support agents and wasting large amounts of time. We simply need a seat count adjustment. Who can we contact to bypass these chat support agents?

Kindly request you to share brief details about what type of Seat Adjustment are you referring to.
In general, at any point if you wish to Add a new Seat, the Team Administrator may do so from the Team Admin console. IF you are looking to Cancel any Seat, the Administrator has the access to do so, however there might be early termination charges as per: https://helpx.adobe.com/in/manage-account/using/creative-cloud-subscription-terms.html#cancel
And, by Seat adjustment if you are looking to remove an existing user (employee who have left) and re-assign the license to another user ( may be a new employee), you may do so from the Manage Team Admin console.
If there is a difference in the Active Seats that shows at your End and the number of Seats you are charged for, in that case you may need to speak to Adobe Support directly as this is a peer to peer Forums community.
