Send and Track review issue

I generated a reviewable PDF using Adobe XI Standard. It seems to work as expected and places the review copy on an internal server. But when a member of the team opens it using Acrobat XI version 11 or latest Acrobat Reader DC, it does not display the option to either connect to the server or any related errors. It seems to not recognize that it is a shared review file.

When I open it using the Adobe Standard XI, it connects to the server and let me publish the comments.

My question is why Acrobat reader XI or Reader DC do not work. Just for the folks who may not be familiar, XI Standard has more features and has a cost associated with it while Reader XI or Reader DC can be free but can't be used to generate a reviewable PDF. I spent so much time trying to troubleshoot the issue and tried various options and settings. I can generated a sample reviewable PDF and provide it, if that will help.

Can someone help me resolve this issue.

There is a workaround documented in this thread. It works. But Adobe still need to fix it.
