slow scroll in Terminal Server/Remote Desktop Session Host

I'm having an issue with multiple users complaining about slow scrolling speeds when scrolling through a document in Internet Explorer.  We are using the add-in for IE so it opens within a frame of the browser.  We are using IE 11 and this has occurred on Adobe 10 and 11.  We now have Adobe Acrobat 11 on all our servers.

I have done the following items:

Re-install

Updates

Version Upgrade

This isn't an issue on local workstations.

This didn't help the situation.  Scrolling in PDF documents in the adobe program itself is fine but in a website that uses the adobe IE add-in it is painfully slow.  Any other thoughts?
