Some students are able to create their CC accounts, some are not

We recently deployed our Adobe Creative Cloud installation packages to our new Mac lab. The instructions to get our student accounts ready are to go to the CC login page, have the student click the 'Forgot Password' option which should generate an email instructing the student on how to recover their account - which actually starts their subscription. Many students have done this successfully. However, an equal number have not received this email. It's not in the Spam or Trash boxes. I've looked on Adobe's website and haven't found much help at all. Any insight would be appreciated. Thank you.

Hello,
Users should receive an email when they try to reset the password. In some of the cases, it does not happen when the end-user is trying to set up the account for the first time. You may ask the users to try sign up for a new account and check if that works. If they still have issues then you share a few email addresses via private message so I can check if the email has been triggered on those accounts?
Additionally, Could you let me know what type of licensing you are trying to set up? Is
