Any reasons why this keep occurring."ExceptionDeployer.exe --workflow=install --mode=pre --installLanguage=en_US" works on most of my deployment.

Windows 7 64bit.... I end up running the “Adobe Reader and Acrobat Cleaner Tool" and re-ran it, that fixed it.
