What is frl?

How do you assume that Adobe can check that the licence is effectively disabled on the offline computer? At least you need to return some information (a deactivation token)?

I would recommend checking this with Adobe customer support. If you are working with the adminconsole, you should do so, by contacting support via https://adminconsole.adobe.com.
