User management per site

Hi,

I am working for an org which has a certain amount of licences used in two locations. I am expected to manage the licences for one of the 2 locations. 

Is there away to create independant "sites" directly on the admin console? If not, can I create a new admin console under a different email, even though the domain would be the same than the one actually used in the actual console?

For clarity, say I have this main account: **email address removed** which is the actual main account. and I'd like to get a different admin console under I************* which manages a different set of licences for different users under the same domain name. Is this supported?

Anyone had a similar situation? If so, how did you resolve this?
