We are having trouble verifying your membership

We recently had our creative cloud license expire without us realizing. We have now got a new subscription, we've invited the existing members and they have accepted the invitation and are showing as active. However each day when they start one of the apps they get a message to say:

We are having trouble verifying your membership. Either you're offline or there's a billing issue with your team account.

We've re-synced each app but its made no difference

Anyone have any idea of what do to?
