Web-installer for CC2019 not updating Adobe Creative Cloud program?

I have a bunch of computers (100+) which all have adobe cc 2018 installed. It works fine. With it they also have the Adobe Creative Cloud program. Which the users  can open and manage by themselves.

And now I have made a new installer package for 2019 where I stated that the users shouldnt be able to access the "apps" tab. And when uninstalling 2018 and installing 2019 on top of it the programs from the suite i choosed installs fine but in the Adobe Creative Cloud program they can still see the "apps" tab. What is the solution to this?
