Where can I get advice about font licenses for Woodwing for enterprise?

I'm trying to understand how to overcome the issue with servers and InDesign server: "No. The font licensing isn't compatible with server installation. You will need to purchase the appropriate font license for any fonts that you want to install on your server from the font foundry directly or the foundry's authorized reseller."
So if I buy Adobe Font licences for all my team, but we're using a server to do our work, do I need to buy custom licenses for every font we want to use?

I would expect you to need licenses for each font you want to install on the server.

Have you contacted Woodwing directly to see how they advise handling fonts?
