An Adobe person in a chat told me to contact my "local vendor." Taiwan doesn't have one. Who else can I talk to?
If I am able to subscribe for an individual license with my American credit card, why couldn't I get a volume license directly from Adobe? Why do I need a local vendor?

Because local vendors can give you credit, invoicing and payment facility that Adobe can't provide since orders for volume licensing can cost a lot more than what most people's credit card limit can process.
You can find regional vendors in Asia such as HKG, or SG. These vendors should be able to accommodate your buying needs. The advantage is that apart from English, they can provide you with Chinese and multilingual editions for the same price, all inclusive.

I have tried reaching out to my regional vendor in Hong Kong. They don't call or write back.
I don't need multilingual support. Dealers in this area are famous for not being very helpful or offering any deals. It took months of painful work just to get a site license of CS5 a number of years ago.
Really, all I need is a handful of licenses for a small computer lab and a few teachers. I am part of a much bigger network of international schools that are hearing me crow about how awesome Adobe is, but then they see that I'm not able to offer it to students, it leaves them scratching their heads and looking for other software. There is a very large market for Adobe here but there doesn't seem to be anyone at Adobe who is willing to talk to me to get the ball rolling.
As I said before, do I really need a local vendor if I can just subscribe with my credit card?
Is anyone out there a part of an international school? Did you set up your volume license through a vendor? Do you have any advice for me?

Oh yea I feel you, it took me 3 months before someone ever got back to me. The deal is, don't waste your time talking to the 'Platinum Reseller'. These corporations are only interested if you are buying site licenses, like over 100 PCs per floor for like a whole tower building.
The trick is to go through 'Gold partners'. Again, avoid big corporations, go for names you haven't heard of before.

We even considered using cracked product at one point cause it took so much effort to find someone who'd reply. My advice to anyone who'd care to listen is, if you can afford the risk to use cracked product, go for it. My company grew too big to risk it.
