WHY CAN'T I CANCEL ONE LICENSE ON MY ACCOUNT?

 I just went on another vendors subscription site and canceled the license of the employee that just left, why can't I do the same with Adobe? Instead, I was on hold for 20 minutes and had to leave a message for someone to call me back - TERRIBLE customer service! Where is the logic in this Adobe? I can add a license online but I can't remove one.
