A tip for anyone with blue circle loading issues

Nowhere does  Adobe document this in their troubleshooting that I have ever found but if you're having issues with Creative Cloud logging in and a blank white page with a blue circle cursor on Windows then try repairing both instances your Visual C++ 2015-2019 software. 

 

And a slight rant on the side.  23 years and counting in my personal experience and Adobe support is still up there in the top echelon of crap companies.  I would dare even say their lack of quality surpasses such lumniaries as Comcast.
