I had Return Code 20

What is wrong? Is there any lock-time which prevents user from reactivation device

[not quicker  than xx hours]?

Return code 20 relates to a failure in applying the licence. This could be related to the prov.xml file being used or a problem with the licensing files already on the system. Check that the path to the license is accessible.

For more detailed information on the error, check the oobelib.log file located in:

  • ~/Library/Logs (Mac)
  • %temp% (Windows)

If the log file shows errors like

06/28/17 13:16:13:410 | [ERROR] |  |  |  | SLCoreService |  |  | 3118740 | Tried to add a new license file , but it's already there @/Library/Application Support/Adobe/SLStore/38028845.lic 06/28/17 13:16:13:410 | [INFO] |  |  |  | SLCoreService |  |  | 3118740 | AddLicense : semaphore signalled
06/28/17 13:16:13:411 | [ERROR] |  |  |  | SLCoreService |  |  | 3118740 | Loading SLR took 0.5 ms and return "License Store Access Failure: License file exists and should not exist (213:8)". 06/28/17 13:16:13:411 | [ERROR] |  |  |  | SLCoreService |  |  | 3118740 | Loading license from product config return "License Store Access Failure: License file exists and should not exist (213:8)".

this suggests that a licence (.lic) file already on the system can’t be modified. Move the named licence file to another location and run adobe_prtk again.
