My am new to Adobe CC and being an IT administrator need to understand the following:
Keeping the high-res at our HO, can we have collaborative editors work on the proxy file from remote and the local stationed editor then will review the changes and apply them on the high-res file? the collaborative editor is expected to only so a rough-cut on the proxy for multi-cam shoot.
Any help or suggestion would be great help and appriciated.

The answer is 'Yes', you can.
Assuming your team is working with Team Projects, some collaborators could work with original high-res media in a Team Project while another (remote) collaborator could work in the same Team Project using lighter weight proxies of the media. For the remote collaborator it's important not to use the 'File > Link Media' workflow as this would change the media path globally for all collaborators. Instead a remote user should create a user-specific media mapping to po
