I decided I would make the new license files with our new keys, but found the creative cloud packager was no longer installed (on Windows 10). So I downloaded the installer and each time I run it I get the same failure dialog and a link to the support forum. No error code unfortunately.
I have tried running the file normally and as an administrator. I have cleared away all left over files and removed all registry problems in case something residual was causing the issue, but unfortunately I am still receiving the same error. Has anyone had this before or have any clue how to get it going?

Thanks for the tip, however I found the culprit!
Would you believe it was a Windows 10 update waiting in the background to install? Microsoft need to get their act together, pending updates keep screwing with things.

Please check that you are not blocking relevant endpoints at Adobe required for packaging.

As a workaround if you have access to the Creative Cloud Admin Console then you can build a package directly on the console.
