Enterprise Toolkit for Acrobat products says to download the Customization wizard.

The FTP links are live and working. The problem is on your end (perhaps network restrictions).

Test it on your phone or another device outside your network to verify.

Would it be possible to get this file added to the http://ardownload.adobe.com/​ downloads for those of us who have security restrictions for 'FTP' sites?
