How do I manage users in a serialized environment?

Since each user creates their own Adobe ID for login, how do I reuse a serial after a user leaves or is no longer using the software? Is there something I'm doing wrong?

Users don't necessarily need to use Adobe id in serialized environment: How to Remove the "Sign In Required" that launches after install? 

Simply uninstalling Acrobat from their machines will do the job.
