How to change Document "Tool menu" on right side

As IT administrator I need to add "Certificate" tool and remove "Fill and Sing", "Combine files", "Organize Pages". How I can set this on other users in my company?

Exacly AR can't do this so I would like to hide/remove it. In that place I would like to add "Certificate" tool that users use.
