Installation of new created packages "always" fail on different machines

Hi, i had this Problem for a long time. i think something about 2 years. 

i like to create packages through the admin console. for this i log in and create a new package. i also tried with small packages like ID, Ilu, PS and Acrobat. 

 

The first strange thing is, that after starting the install.pkg in the build folder it took very long until i can hit the button "continue" in the installer window. it´s a brandnew imac 2020 !

so after i can hit the button after 30 seconds or a minute i get "installation failed". 

 

i do not have any idea whats the problem here. 

i have this problem with cc2017,18,19,20 and 21. 

 

It´s driving me nuts. i would be very glad if someone can help me. 

adobe is not answering on support cases....
