Is it possible to disable specific tools, e.g. edit text/pictures? - Adobe Acrobat DC

Hi all,

I work in the financial sector and have PDF documents flying back and forth from various sources. Our users need the ability to do all of the normal PDF functions (extract pages, split and merge, etc) but I don't want them to be able to edit the contents of the document. Is there a way to do this? I've tried using the customization wizard but this has not worked.

Please help!

You can disable tools quite easily, but users can always re-enable them.

The only sure way to restrict content editing is to apply security (encrypt). Your options include those in the screenshot.
