License & Plan 'update' function not available during renewal period?

Hi, We have noted that there is no option to change our license or plan details in our Admin Console, even within the contract renewal period (see screengrab below). Is this usual? 
Looking through the Help documents, an 'Update' button is meant to be displayed during ones renewal period. this this correct?
