Are you unable to see the older versions of the applications when you choose "Show Previous Versions" on the online packager when creating SDL packages? However, It showed the CC 2018 and CC 2017 versions when you build named user licensing packages?

This is because Shared Device Licensing (SDL) is only available for the latest 2019 versions of Creative Cloud apps. Previous versions do not support SDL.

To learn how to create Shared Device Licensing packages see: Create Shared Device Licensing packages.
