Personal Account vs Federated Account

Good afternoon,

 

Can't seem to find a good answer for this anywhere. I work at a university and we are trying to utilize the creative cloud access provided during the COVID-19 home isolation. I have a user who has an adobe account on their work PC that is a personal account. She is using the same email address with the Enterprise or Federated ID sign-in. It goes through all the steps, including takes her to our university's single sign-on page. But when sign in is complete, it says personal account and she has an option to start a trial for acrobat. 

 

We've tried signing in and out with a different ID and have deleted the local omb.db file in her OOBE folder. Any other suggestions?
