Proper way to install Creative Cloud, Education, Device License in a Master Image

Hi there,

I've got the complete Creative Cloud packaged up using the Creative Cloud packager.  I chose Device license (we are an educational institution), and picked the proper deployment pool.

When I install the software in the following order into my "master image", which I wish to later clone, the software has activated itself against the account already without having launched any of the products.

- Exceptions Deployer in pre mode

- Setup.exe --silent

- Exceptions Deployer in post mode

When I check immediately after install is complete, the license is already consumed.

How can I install this PROPERLY into a master image, so that it remains unlicensed or unactivated until first launch on my lab of cloned computers?
