Reassigning licenses in team management

How do I reassign a license?  I can't seem to click on the topic in the FAQ's.

Can I just have all licenses under one email and password to deploy across computers in the studio instead of assigning different names and passwords?

It is not possible to use the same Adobe ID for all seats.
