Remote Update Manager - Not showing client updates

My problem comes when I am on my ausst server running adobe rum via commane line and trying to update client computers with needed updates. I am new to this program so what I am wanting to do may not be possible, or I am missing a step. Any help or guidance would greatly be appreciated.
- I have built an AUSST server with version 5.2.0.3.
- Rum Version 2.5.0.3
- I have run AdobeUpdateServerSetupTool --root="c:\inetpub\wwwroot\updates" --fresh
- I have created the override files, placed them in Admin console packages > preferences.
- I have created a new package via the admin console for Photoshop with AUSST and RUM check boxes checked.
- Installed the packagae without issue on a test client computer
Now here comes my issue. I totaly admit and own that I may be thinking this product does something it doesnt and this could all be an issue that lies between the keyboard and chair.
My test client computer has an old premiere and media encoder on it. So when I put the new photoshop package with all the ausst and rum settings in it I am able to use the remote update manager tool.

So I believe I have verified there are updates for that test client computer
Going to the AUSST server and running the same commands, Now this is my inexperience showing here. I am assuming that since I am running it on the server where the overrides are poing to that I should get a list of needed updates for the domain.
Here is the same command - my thinking is that I should get the same results I did on the test client
c:\inetpub\RemoteUpdateManager>remoteupdatemanager --action=list

No new applicable Updates. Seems like all products are up-to-date.

Hello,
I search for the return code 2 and got this explanation which might help: One or more updates could not be installed. For example, only two out of three updates might have been installed successfully.
Consider a case where updates are to be installed for Photoshop, Illustrator, and Dreamweaver. However, Photoshop is running on the client machine and so the updates were installed only for Illustrator and Dreamweaver. In this scenario, error 2 will be returned.

That does make total sense. Thank you @SuJoshi. Have you been able to upgrade a client computer remotely? My bigest question is can I do an update from the server to a client or multiple clients.
