Unable to download Creative Cloud apps

I have a user at my company who is trying to download CC apps. We have assigned her a license and she has access in our SSO but whenever she goes to download an app it says "Can't reach Adobe servers. Check network connectivity." She has a working internet connection and the firewall is not an issue. We also tried resetting her host file. Nothing worked. Can someone please assist with this issue.

Is it possible for the user to test connecting outside of your company network? If this works for them it might point to issues with the firewall or proxy.
