Users cannot "save as" an open pdf document within Outlook

Within Outlook 2013, when users receives a pdf attachment, they can open the psf attachment but when they click File then Save As, they receive the following error message, "the operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

It's probably a security setting in Outlook.  Have a look at this link that describes almost the exact same scenario.
