Using RUM to Update CC

I want to use Adobe Remote Update Manager, RUM, to keep our Adobe Cloud Enterprise installs on our lab computers up to date.  However, testing RUM I am not getting it to update our Adobe applications.  I have been running it as administrator from the install folder.  It returns that Adobe Acrobat/Reader is up to date and does not seem to try to install the cloud updates.  The Adobe Cloud App shows about six applications need to update: Photoshop, InDesign, etc.  The Cloud apps are packaged and serialized so students can use them without logging in to Adobe.  Several are 2018 with a few older cloud app.  Any help as to what I can try would be appreciated.

Creative Cloud 2019 apps are named user only and cannot be used with a serial number.
