I have written and want to publish jsx sript for Adobe's Illustrator through
https://developer.adobe.com/distribute
Script is written in extendscript only, it does not use any CEP features.
All FAQ's and help I was able to muster deal extensively with CEP.
Is its possible?

That is somewhat confusing. 🤔 It's my understanding that people regularly upload, sell, and distribute scripts in the Marketplace, but the documentation of this process could use some tweaks. (Not just scripts - people also sell and distribute actions, images, brush packs, etc.)
You may upload a JSX file if you first put it in a .ZIP format.
I tried it just now to verify, and discovered that, particularly on zipping on macOS using the finder, I had to zip from the command line i

I tried it just now to verify, and discovered that, particularly on zipping on macOS using the finder, I had to zip from the command line in order to avoid incluiding .DS_Store and __MACOSX, because the distribution portal doesn't allow blank files.

..strange - when I tried to upload zipped jsx few days before, I got bunch of errors about plugin id, sadly i did not printscreen them.
Can not reproduce now - the same zip file now generates warnings about macOs fluff, as you have written.
And indeed, removing these files from zip made zip file go through.
