Adobe Flash encountered an error

I've been trying to roll back my flash player because the latest update is causing issues with my screen saver (Fliqlo). I did a clean install (used the uninstaller & manually deleted any left over files) & got it working for my other browsers but any time I try to install it for IE it won't. I'm trying to install version 20.0.0.228 & every time I click the winax.exe installer for IE, I get this error:

I use Google Chrome but for my screen saver to work it needs IE flash player installed too. I'm running Windows 8.1

Hi,

As of Windows 8.1 Microsoft embeds Flash Player in Internet Explorer (and Edge on Widows 10) with all updates being released by Microsoft via Windows Update, and as such, the Flash Player uninstaller does not remove Flash Player for IE/Edge on these versions of Windows (the Uninstall Flash Player for Windows tech note does state the instructions are not applicable to Windows 8 and above).  Unfortunately, Microsoft doesn't provide a standalone installer to re-install Flash Player for IE on Windows 8 and above and Edge on Windows 10.  You can try one of the following options to repair the deleted Flash Player from your system:
