You're opening a local HTML file that's trying to connect to either:
1. a local Flash file

2. an Internet source

You need to add that source (it looks to be a local HTML file) in the Global Settings under the Advanced tab and Developer Tools. Click "trusted Location Settings" and browse to the file the warning references. Add it and click OK.

It's a physical file (and HTML doc) that you're opening. In that doc there's Flash content and it's coded to connect to the Internet. This is just one way malware's launched on PCs, so Flash blocks it and pops up the warning.
I design websites and I used to use Flash from time to time, & whenever I opened a "local" (not uploaded to the server yet) HTML page to test it, I'd see these warnings, because there were ALWAYS links written in ActionScript from the Flash container.

So when you see this warning, look in the address bar. You should see something like: "File///C:/Users/[Username]/Documents/filename.html" only with your username and the actual name of the file opened.

THAT'S the file you need to add per the above instructions.
