Blocked plug-in messages

I recently started getting "blocked plug-in" messages at various Websites and am told to download the latest version of Flash Player for my Mac 10.6.8. When I try to do that, I'm told it's already installed. But the "blocked" messages keep showing up as do the followup "go to Adobe and download the latest version ..." messages.

I'm stuck in a continuous loop, can't solve the problem, and can find nothing related to this in the forums. I finally removed what appears to be Flash Player from my hard drive, though I don't think I actually uninstalled it (if it's really installed). What's going on and how can I fix it?

We're getting a lot of these complaints with this latest update...

I made a PDF with illustrated, detailed instructions over the weekend: Snow Leopard Clean Install.pdf

Use THIS file with those instructions: Flash Player 12.0.0.44 (Mac OS X)

The installation worked fine, but the "blocked plug-in" and "download latest version" messages have restarted.
