Can't download debug version for IE/firefox

My system is Windows 7, I want install the debug version,

https://fpdownload.macromedia.com/pub/flashplayer/updaters/28/flashplayer_28_ax_debug.exe
https://fpdownload.macromedia.com/pub/flashplayer/updaters/28/flashplayer_28_plugin_debug.exe

When I download the debug version from the download page, the above url always redirect to

https://get3.adobe.com/cn/flashplayer/update/plugin/?source=2561
