I don't know about the other user, but I'm having the same issue.  I even get the error on Adobe itself.   It happens in Adobe, it happens in any Facebook Games (please, don't laugh.)  I'm using Chrome, Win10, and just installed, and uninstalled, and reinstalled flashplayer23au_d_install.exe.

I went into Firefox, and I'm also getting "Couldn't load plugin" errors, so apparently it's not browser specific.

I have been having trouble with my computer not booting up and just sitting at a spin screen.  The last time this happened and I finally got my system to boot up I had gone through some system repair things, and I really suspect a file got deleted.  But - even though I do know some tech support-y type things, I don't know enough to be able to figure out what I'm missing, or how to find it.

Any help would be appreciated.

I too am running Windows 10 (updated from 8.1), Chrome browser, on an HP Pavilion 20.310...with all the most recent updates...and your problem is my problem.  I have tried the about:plugins, a clean boot, pepperflash, firewall exception, uninstall/reinstall - on both Chrome and Adobe.  I also got the Adobe screen you included in your post.  None of these are resolutions.  I also suspect the most recent Windows 10 update deleted a necessary file to run the Flash player.  Adobe support sent me a fix that is meant to follow the path of Pepperflash.  The path SHOULD go:  C:\Users\(your user name)\AppData\Local\Google\Chrome\User Data\PepperFlash\(your version of flash)\pepflashplayer.dll        HOWEVER....the path splits at AppData and goes to Windows and an empty file.  I personally believe Windows is currently at war with Adobe, or Google, Foxfire, etc, for whatever corporate reason MS has, because the flashplayer works on the Windows Edge browser... lucky us.(sarcasm)

If you suspect there are issues with your windows installation you may want to fix those first before doing anything.  A few places to start:

You'll want to back-up your system before doing either of these.

For Chrome, please try the following:

  1. Launch Chrome
  2. In the address bar at the top, type chrome://plugins and press Enter
  3. Look for Adobe Flash Player entry and make note of the Location path (where Chrome is loading Flash Player plugin from)
    • If the Location path doesn’t display, click +Details in the top right to show plugin details
  4. Exit out of Chrome
  5. Using Windows/File Explorer or Finder go to <PATH>/PepperFlash directory obtained in step 3. E.G
  6. Delete the version number directory (e.g. 23.0.0.166)
  7. Launch Chrome
  8. In the address bar at the top, type chrome://components and press Enter
  9. Locate the Adobe Flash Player entry
  10. Click the corresponding Check for updates button
  11. Flash Player plugin should automatically download and install
  12. View Flash content
