Flash content not working properly

Hi all,
Here is the problem that I'm facing for a long time now.
A lot of sites are not working properly for me.
Flash content is not shown correctly or not shown at all, flash videos are not working on certain sites.
An example is kinepolis.be ... here I cannot check the schedule of movies for instance.
The solution for this is to enable the option "Allow third-party content to store data on your computer" in the settings manager.
However, I cannot enable this option. The checkbox cannot be selected.
When changing some other settings and when I switch tabs, that change is reverted (not saved) when switching back to the tab.
OS: Windows 7 Pro
I am local administrator and have full rights
Flash version at the moment: 10.3.183.7
I have this problem for a long time, thus with older versions as well.
What I've do to resolve this issue (without success):
- Uninstalled flash with the uninstaller from adobe and installed again
- Uninstalled and deleted all contents from C:\Windows\System32\Macromed
- Also deleted the complete macromed folder in System32 as the previous failed
- Resetted my local Windows profile:
renamed profilename in AppData and deleted profile's subfolder under HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList
- Tried with different browsers: Firefox, IE9, Chrome and Opera
- I even tried to create the mms.cfg file even tough this is not necessary
- Uninstalled Antivirus software an Malwarebytes and disabled Windows Firewall
- Hell I even updated my BIOS even thoug it makes no sense
I am out of ideas and I'm really getting tired of this.
I have searched the whole Internet for a solution, wihout success.
What can I do to solve this annoying issues.

I have created a new Windows profile, so these folders are deleted as well.
But I just tried that solution again, just in case, and it didn't solve the problem.

Are these folders recreated after you delete them (and try to make changes)?
Also, can you make changes using the Flash Player Settings Manager in Control Panel?

the folder in %appdata%\Adobe is not recreated.
I've created it manually just to check, but it makes no difference.
The other folder is recreated...
I can make changes via Control Panel, but none of these options can solve the problem.

Have you tried this forum since you seem to have a permissions problem with folders?

This is a very unusual case. What I would try if this were happening to me is observe Flash Player with Process Monitor; perhaps it will show you why that folder cannot be accessed. You can use PM's filters so that you won't see all processes on your system.

My problem seems very similar. I have a Windows 7 64-bit. I have four different browsers installed: Internet Explorer 9, Internet Explorer 9 64-bit, Google Chrome, and Mozilla Firefox and they're all having trouble.
After every browser tab opens with a video on autorun, like youtube, the video area is completely green (like a mini "green screen of death"), sound plays for a few moments, and then the tab completely freezes. I often have to open the Task Manager and force the browser to End Session to get the stuck window to close.
After researching here at this forum, the methods I attempted to completely uninstall were to close all programs (I closed everything in the tray as well), download the uninstaller from Adobe.com, run it, and then check the \Windows\system32\Micromed\flash\ folder and delete all contents.
To reinstall I used the newest Flash player installer from Adobe.com run as an administrator after closing all programs and browsers.
When that failed I tried the newest beta here after repeating the full uninstall.
One program that DOES work which requires Flash Player is Arcsoft's Total Media. Other than that, every website needing it seems to be broken.
I've also checked that IE's Active X block is disabled and that Shockwave Player is enabled in add-ons. In Internet options>Advanced tab>Graphics acceleration to allow software to run before GPU I've tried both settings but no luck. Finally I tried deleting all Internet temporary files and cookies. After every failed attempt I used the same clean uninstall and reinstall methods.

Disable Hardware Acceleration, and your green screen should be fixed. If you continue to have problems, please start a topic of your own.
