It's possible that it's a bug. We would really need to debug it to fully understand what's happening.
Is it possible to provide us with a reproducible example?
The best way would be to file a bug here:
If you post a link to the bug in this thread, I'll get an email notification and will escalate it to the Win10 team.
sI should point out that the debugger version of Flash Player does a lot of extra tracing and processing, which *will* introduce a severe performance penalty. You don't actually need the debugger to profile. You can use Adobe Scout and a release player.

Can you help me to submit this bug ?
I used release ver player.
Chrome ( OpenGL ) is totally normal.
Please tell me your Email address.
I can tell you the test address on Email, but please don't let it out.
thank you~

Hi Dai Xiang,
We're trying to triage this issue, but it looks like the game is inaccessible. Realistically, it's going to need to be up in a location that we can access for several weeks. We do *not* see this performance decrease on Stage3D content in general, so we very much want to be able to debug your content.
Thanks,
Jeromie

Hi,
My games also meet this problem. For Chrome,Firefox, the performance is ok.But for IE11,it's very slow!By the way, these games are based on the latest Away3d
You can test these 2 apps.

hi,
I finally found the reason for this problem. It's the design of Dual Graphics.
With firefox,Stage3D runs in the AMD Video Card, and the directX is 9Ex,but with IE,Stage3D runs in the Intel HD3000,and the directX is 11.I think Intel HD3000 should just be so slow with directX11.I have not found a way to force IE to use AMD Video Card.So let it be.

Thank you for the feedback. I'll forward this thread along to the engineers that work on ActiveX for Win10, but I suspect that there isn't anything that we can do in this scenario in terms of allowing you to choose which graphics chipset to use from Flash Player.
That said, I find it strange that the browser would choose the low-end GPU in this scenario.
Out of curiosity, do you have the same performance problem with Edge? Microsoft is much more likely to address these kinds of problems if they also affect Edge.

Yes,I have the same problem with Edge.
In fact,I have tried many method to make IE&Edge to use AMD Graphics Card instead of intel HD3000,but I failed.
I reinstalled drivers from leshcatlabs.net.I modified the system registry.Nothing can make a success. So I give it up.After all,my laptop was bought 5 years ago and the device seemed too old.
