Flash player version 13.1 does not fuction, at all!

I down loaded flash player 13.1 but it does not function at all!

I have Windows 7 operating system and I checked to see if it down loaded correctly but it does not operate.

When I come across a video (most of them) it continues to advise that my computer requires a minimum of version 10 or later in order to view the video?

This sucks and I need some technical help to resolve this issue.

Found the problem, it was the X filtering, but thank you for the response.
