The item in the screenshot you posted is the Flash Player Settings Manager. Since Microsoft embeds Flash Player in IE/Edge on Windows 10 the Settings Manager is present in the Control Panel. Hi,
In Windows 10, Microsoft embeds Flash Player (activex player) in IE, and Edge. You can disable it but cannot uninstall it.
Could you please go to control panel -> flash player-> updates and provide a screen shot (It would say that you do not have a flash player installed)
Please refer the link for more info Flash Player Help
Thanks!
