You've posted this same question at Download link for Adobe flash player Activex,PPAPI,NPAPI 23.0.0.185 and convert or extract adobe flash player offline installer .exe to .msi and were informed the MSIs are available for distribution via a distribution license.  You're now posting the same question a third time and have received the same reply. Please apply for a distribution license using your company email address and  you will receive access.  There is no need to convert the EXE to the MSI, which if you happen to do, will not be supported should you encounter issues with it.
