It's in one or more of the update links. It's been reported, but there isn't a big priority to change it.

Flash Player for ActiveX (Internet Explorer)

Flash Player Plug-in (All other browsers)

Those are FULL installers with nothing bundled.

Bookmark them, because when the version changes, the link stays the same.

It’s a priority for us, I do not want to have to run around the company removing 500 installs of Google Toolbar.

You should be engaging a deployment model then using the MSI which has nothing bundled.

If you're deploying to 500 systems, you'll need a distribution license, or you could have legal issues.
