Windows 10-says I need to install. When I try, it says it is installed. When I test it shows disabled. When I check (thru settings and advance settings) it shows Flash Player is on. Why is it on but disabled?

If I go to a page using Flash Player, Windows 10 says I need to install it. I press install, and it says it's already on Windows 10. I press test, and it says disabled. I check on settings and advance settings, and it shows the flash player is on. I refresh the page, and it still shows as disabled. Is there some way it is both on, and disabled?

The information did not help. It's Microsoft Edge, which comes with Windows 10. It still says I need to install. When I go to install it says Flash Player is incorporated with Windows 10. When I go to the troubleshooting page, it shows Flash Player is disabled. When I follow the instructions, it shows the Flash Player is already on. I refresh the page, and when I run the test, it still shows as disabled.

Thank you for your second response, asking that I make sure it is enabled. The page link you sent is the page that I have been to many times. When I run the test, it shows disabled. When I go through to see if it is on, (Settings, Advance Settings), it is already on. If it is already on, but disabled, how can I change it to enabled. Telling me to go to the page and turn it on will not solve the problem, because it is already on, but the test still shows disabled.
