Adobe Flash Playerサポート終了情報ページ（https://www.adobe.com/jp/products/flashplayer/end-of-life.html）に以下の記述があります。

「Flashベースのコンテンツは、サポート終了日以降、Adobe Flash Playerでの実行がブロックされます。」??

これは、ローカルPCにあるFlashファイルもブロックされるということでしょうか？

Browsers will drop support for Flash Player, thus the Flash Player Plugin/ActiveX Control will no longer load in the browser.

flash player を単独で起動すれば、Flashファイルの再生は可能ということでしょうか？

Flash Player is not an app. It is run only by other apps, usually a browser.  You cannot run it to read files.
