I am running Windows 7 Professional 32-bit. I also run Firefox browser and Chrome and, occasionally IE11. When I query my version of Flash using the Control Panel Flash Player" item, the Flash Player Settings Manager window tells me:

NPAPI Plug-in Version: 188.8.131.52
PPAPI Plug-in Version: Not Installed
I installed 184.108.40.206 on 02/13/2018 on both IE11 and Firefox via the normal method - Flash Player Help .
What I have in the \Windows\System32\Macomed\Flash directory for .161:

I do not have the FlashUtil32_28_0_0_161_ActiveX file.
How do I get ActiveX to the .161 level?

To install Flash Player for ActiveX, download and run the ActiveX installer. Either from the link at the bottom of the Flash Player Help page, or by launching IE and navigating to get.adobe.com/flashplayer to download the online installer.
If you'd like, I can review the FlashInstall32.log file, saved at \Windows\System32\Macromed\Flash, to see if there are any errors reported when you installed Flash Player ActiveX on 2/13. If so, upload the file to cloud.acrobat.com/send using the instructions at How to share a file using Adobe Document Cloud and post the link to the uploaded file in you reply.
Also, the best way to ensure Flash Player is up-to-date, for versions installed (e.g. ActiveX, NPAPI, PPAPI), is to opt into Background Updates. Assuming an active internet connection, Background Updates updates Flash Player (for all currently installed versions) within 24 hours of an update being released. To opt into Background Updates go to Flash Player Settings Manager > Updates and select the 'Allow Adobe to install updates' option
