it deletes another flash, should I delete this too?

I'm guessing that you're on Windows 8 or higher, and you're looking at either the Windows Update catalog, or one of the local stores for Windows Update files. 

 

On Windows 8 and higher, Microsoft controls the locations where the ActiveX Flash Player lives.  We can't write or delete files from those locations.  To remove the ActiveX version of Flash Player distributed by Microsoft, you can apply the appropriate Windows Update manually, or wait for them to push it out later as a mandatory update.
